Terms of Reference for Monitoring & Evaluation Consultant





In reply to IPPF-SAR office strategic plan, the FHA Iran as a full member of IPPF intends to engage the services of a consultant to undertake finalizing the approved proposals including programming, budgeting, strategic planning and reporting. The work should be carried out in close collaboration with FHA Iran staff and EXCO members. An external consultant will be required to assist the FHA Iran programs in reviewing the existing M&E system and design an efficient system to monitor and evaluate the programs, and also help in designing appropriate survey tools when required.

Objective of Consultancy


The Consultant will be reporting to the FHA Iran program managers and will work in close collaboration with the chief executive officer and the EXCO members. He/she will provide technical support and mentoring to the project team. The consultant will provide technical leadership support to FHA Iran in projects and other activities through a participatory process by finalizing Annual Program Budget (APB), Annual Report (AR), Integration report, JTF half yearly and annual reports, Mikhak and KAJ annual reports and up-coming proposals. Technical support to FHA Iran in finalizing strategic plan of association and also planning of capacity building programmes for FHA Iran (Staff and volunteer bodies).


Functions and Results Expected


·         Provide professional opinion that would help strategic planning and coordination of the FHA Iran programme activities to ensure that the envisioned IPPF objectives are reached.

·         Advise FHA Iran on methods and approaches to enact and ensure measurable outcomes in an effective and sustainable manner and in developing more effective frameworks, tools and procedures for overseeing programme implementation.

·         Provide continuous assessment and analysis of the achievement or lack thereof programme objectives and results and recommend required programmatic modifications, if necessary.

·         Provide continuous assessment and analysis of implementation issues and recommend required programmatic modifications to FHA Iran, if necessary.

·         Recommend systems and standards for regular assessment, monitoring and evaluation of the program against its objectives and expected outputs and outcomes.

·         Provide knowledge-based advisory services and ensure proper integration into and coordination of project activities with existing country program as well as future programs.

·         Act as the programme strategic implementation consultant, giving technical and procedural assistance for activity-based issues, outputs, outcomes and coordination issues.

·         Development of M&E tools for FHA’s projects.





I) Monthly progress reports. These will be provided to FHA Iran management in Farsi and a summarized version in English.

II) Quarterly technical reports. Hard and soft copy of technical report in English that may support quality of achievements in FHA Iran projects.



Duration of work


The work will start on August 23, 2013 and finish by October 22, 2013.




·         Strong health-related advanced academic background;

·         At least five years of proven experience in M&E of technical cooperation projects;

·         Previous experience in M&E of projects;

·         Excellent knowledge of monitoring and impact assessment methods;

·         Excellent communication and writing skills

·         Experience in health, and preferably HIV/AIDS, planning and project work in Iran;

·         Familiarity with FHA Iran, IPPF and health-related governmental procedures and principles.

·         The consultant shall enjoy strong background in planning, programming and management/or implementation of health related projects.

·         Strong computer skills;

·         Good command of English.


Mode of payment


The selected national expert will sign a contract with the FHA Iran and the payment will be as per that agreement.
